| Camp Vicente Lim is the Headquarters of Police Regional Office 4 (PRO 4) whose area of responsibility covers the ten (10) provinces of Region 4 namely: Cavite, Laguna, Batangas, Rizal, Quezon, Mindoro Occidental, Oriental Mindoro, Romblon, Marinduque, and Palawan encompassing (8) cities, (207) municipalities and (5,453) barangays with a land area of (43,684.5) Square Kilometer. |
| Under PRO4-A CALABARZON, Rizal Provincial Police Office also known as Camp General Licerio Geronimo is located at Hilltop, Brgy. Dolores, Taytay, Rizal. The Province of Rizal is composed of 14 municipalities and this include San Mateo which is categorized as one of the first class municipality. |

| Section 4, Article 2 of the 1987 Constitution provides that, "... it is the policy of the State to promote peace and order, ensure public safety and further strengthen local government capability aimed towards the effective delivery of basic services for the citizenry through the establishment of a highly and competent police force that is national in scope and civilian in character". |

| PEACE AND ORDER SITUATION |
| The town of San Mateo is approximately twenty-four (24) kilometers northeast of the City of Manila and about eleven 11 kilometers south of Pasig City, the former capital of Rizal Province. It is bounded in the South by the City of Marikina City and in the North of Rodriguez Rizal. To the West lies Quezon City and to the East is the City of Antipolo. It has a total population of 188,081 and land area of 4,825.10 hectares composed of fifteen (15) barangays. The San Mateo Police Station has an effective strength of 62 PNP personnel and the police population ratio is 1: 3,033. |
| From the assumption of office of the undersigned from September 2008 to Marc 2009, San Mateo registered one hundred twenty-eight (128) cases/incidents. Of the 128 total crime incidents (crime volume), fifty-nine (59) cases falls under index crimes, and the remaining sixty-nine (52) were Non- Index Crimes. |
| With Crime Volume, the Average Monthly Crime Rate (AMCR) was placed at 11.34% for every 100,000 inhabitants. The Average Monthly Index Crime Rate (AMICR) pegged at 5.22%. With recorded seven (7) unsolved crimes, the Crime Solution Efficiency for the period is 94.53%. |
